Program Recommendation

1. New, credit CTE programs
2. Existing low-unit, local certificates for state chaptering
3. Modified programs requiring a new control number in COCI.
4. The only programs that require a vote are:
   • New programs;
   • Existing low-unit, local certificates for state chaptering; and
   • Modified programs that require a new control number in COCI

1. Modified programs that do not require a new control number in COCI are not required to appear on the business meeting agenda nor complete the program recommendation application at RegionalCTE.org. However, colleges can submit these for program recommendation if they wish.
2. Noncredit programs do not appear on the business meeting agenda nor complete the program recommendation application at RegionalCTE.org. These programs should not be submitted for program recommendation.
3. Associate Degrees for Transfer are not required to receive regional consortia recommendation according to the current iteration of the CCCCO Program & Course Approval Handbook (PCAH).

1. The college must submit Labor Market Data (LMI) request through the Center of Excellence (COE) online form at https://coeccc.co1.qualtrics.com/jfe/form/SV_3TR5gHebdvMXWKy.

1. • Program data requests must be submitted before the curriculum has been developed. The program data request signals to the other colleges that a college may be interested in developing a program in this TOP Code.
   • Colleges that have additional occupational data and information (e.g., employer advisory minutes) are encouraged to submit it to COE with the data request. The additional information may help inform the LMI report.
   • The submitter should verify that:
     • The title of the program is the same as the title that will subsequently be submitted for program recommendation; and
     • The submitter has checked the correct request type (New Program, Program Modification, or Locally Approved). See Section E.4. for additional information.
2. COE copies LA Workforce Council on emails sent to submitter for program data requests. This only applies to program data requests for new or modified programs.
3. LA Workforce Council members share the list of program data requests with discipline faculty on their campus. 
   • Faculty and Deans review program data requests as needed and communicate any issues with the Workforce Council voting member. 
   • Colleges are also encouraged to contact the requesting college directly, while keeping the voting member informed.
4. On the first business day of each month, COE forwards all program data requests from the previous month to LARC for inclusion on LARC Business Meeting agenda.
   • NOTE. For exploratory programs, the submitter can ask COE not to forward the program data request for inclusion on the LAWC Business Meeting agenda. However, if the college later submits a program recommendation application, the program data request will have to appear on a LAWC Business Meeting agenda prior to program recommendation. The exception to this is if the program application is for a modified program that does not require a new control number in COCI.
5. COE produces the LMI report and sends it to the person who submitted the data request, along with the LA Workforce Council voting member.
   • The LMI report can be used for program recommendation application for up to one year from the date of the report.
   • The LMI report includes a list of colleges that offer programs in the same TOP Code. For new programs, the submitting college contacts the voting member at each of the colleges listed for purposes of collegial consultation regarding the program.
     • Collegial consultation is encouraged, but not required, for program modifications and existing low-unit, local certificates for state chaptering.
6. At the LAWC business meeting, voting members discuss program data requests.

1. Completion of the online program application at www.regionalcte.org is required for new programs, modified programs that require a new control number in COCI, and existing low-unit local certificates for state chaptering.
   • Completion of the online program application is not required for modified programs that already have a control number in COCI and do not require a new control number.
     
2. For new programs, modified programs requiring a new control number in COCI, and existing low-unit local certificates for state chaptering, the college completes and submits the online program application form at www.regionalcte.org within one year of the date on the COE LMI report.
   • The deadline to submit applications is the last business day of the month prior to the LA Workforce Council Business Meeting.
   • On the program application, the submitting college must attach/include the following:
     • The COE LMI Report (attached under Supporting Documents)
       • Dated within 1 calendar year of submission
       • Issued for the respective program and college
     • Advisory Minutes (attached under Advisory Minutes)
       • Dated within 2 calendar years of submission
       • Reference support of the respective program
     • Collegial Consultation Documentation (required for new programs only) (attached under List of colleges contacted for collegial consultation)
       • Documentation indicating that all LARC colleges with similar programs (listed on the LMI report issued by LA COE) have been contacted
       • The voting members of the respective colleges must be included in the collegial consultation process (current roster available in this page's resource section).
     • Modified Program Description (Modified Programs Only)
       • Brief description of changes being made to the program in the respective area of the application
   • The LARC Grant Project Coordinator reviews program applications and reaches out to the submitting college with any questions. The LA Workforce Council voting member is responsible for coordinating timely communication with the appropriate contacts on their campus and ensuring accurate, timely completion of the program application.
   • Once accurate and complete, the LARC Grant Project Coordinator changes the program application status from “Submitted” to “Under Review.” Program applications are available for review at https://www.regionalcte.org/.
3. LARC creates a preliminary agenda containing all program data requests and timely, completed program applications. LARC sends the preliminary agenda to the LA Workforce Council by the fifth business day of the month.
   • Program applications cannot appear on the agenda the same month as the program data request.
   • LA Workforce Council members and their discipline faculty review programs on the RegionalCTE website (www.regionalcte.org). Final review of agendized data requests and program applications should be complete by the Monday before the LA Workforce Council Business Meeting.
   • All attempts should be made to address faculty concerns before the LA Workforce Council Business Meeting. If faculty concerns have not been successfully addressed, voting members may pull the item from the consent agenda for discussion. This must be done by the Monday before the LA Workforce Council Business Meeting via an email to LARC and to the voting member of the submitting college.
4. LAWC members vote to recommend programs at monthly Business Meeting.
   • Fifty percent plus one (50% + 1) of the LA Workforce Council members entitled to vote shall constitute a quorum at a meeting of the members. If less than a quorum of the members entitled to vote is represented at a meeting, no action may be taken.
   • Once a quorum is present, action items require a simple majority to pass.
5. Following the vote, the LARC Administrative Assistant creates a condensed minutes document containing only the voting member attendance and results of the program recommendation vote. LAWC members vote to approve the condensed minutes prior to the end of the Business Meeting.
   • Following the meeting, program application status is updated on RegionalCTE.org to “Recommended,” “Not Recommended,” or “Informational” based on the vote.
   • Approved, condensed minutes are made available to the LA Workforce Council.
   • Full minutes of the Business Meeting are approved at the next Business Meeting.

1. Program recommendation for existing low-unit, local certificates for state chaptering is treated similarly to new programs. Since existing low-unit local certificates for state chaptering do not have a control number in COCI, they are not considered program modifications.
2. Program data requests for existing low-unit, local certificates for state chaptering must appear on the LAWC Business Meeting agenda. Under Program Data Requests, the Business Meeting agenda includes a section entitled “Existing Low-unit, Local Certificate for State Chaptering.”
3. After the program data request has appeared on the Business Meeting agenda, the program can appear on a subsequent agenda as an action item for program recommendation.
4. In filling out the program recommendation application on the RegionalCTE website, the submitter should be aware of two (2) key check boxes. These check boxes indicate that this is an existing low-unit, local certificate for state chaptering:
   • Toward the beginning of the agenda, “Submission Type” should be checked “New Program.”
   • Toward the end of the agenda, “Reason for Program Submission Request” should be checked “Locally Approved.”

1. Program recommendation for new baccalaureate degrees is treated similarly to other new programs. Program data requests should be submitted early in the planning process to ensure adequate notification to the region regarding the intention to create a baccalaureate program. The anticipated timeline for processing these requests is ninety (90) days.
2. Program data requests for new baccalaureate degrees must appear on the LAWC Business Meeting agenda. Under Program Data Requests, the Business Meeting agenda includes a section entitled “Baccalaureate Degrees.”
3. For all new baccalaureate degrees, the LAWC will receive notification that the program data request was submitted through the LAWC Business Meeting agenda. Notification of the program data request will be provided to the LARC CEO Board at the subsequent Quarterly LARC CEO Board Meeting.
4. After the program data request has appeared on the Business Meeting agenda, the program can appear on a subsequent agenda as an action item for program recommendation.

Additional Baccalaureate Reminders:

• The CCCCO requires that the ENTIRE LMI report issued by LA COE be included in the application.
• The application cycles are open for submission approximately sixty (60) days before the annual due dates of January 15 and August 15.
• LA COE anticipates a ninety (90)-day processing time for baccalaureate LMI reports. Please ensure that the requests are submitted as soon as possible.
