Advancing the Los Angeles region’s capacity to lead in the global blue economy, the Blue Economy and Climate Action Pathways (BECAP) initiative is driving a powerful transformation fueled by strategic investments, technological innovation, and climate-focused collaboration. As Los Angeles emerges as a hub for sustainable ocean-based industries—from aquaculture and marine energy to carbon capture and coastal resilience—BECAP unites 13 community colleges, AltaSea at the Port of Los Angeles, and key industry partners to ensure inclusive access to education and training for students, particularly those from historically underserved communities. Supported by Strong Workforce project funding, the initiative will expand curriculum, internships, and workforce pipelines across four core pillars—Aquaculture, Blue Technology, Ecosystem Restoration, and Renewable Energy—positioning the region to meet the urgent challenges of climate change, environmental justice, and equitable economic growth.
